"UCSB does not require High School transcripts from transfer students who have sent an official IGETC certification to UCSB. UCSB will continue to request your HS transcript until an official IGETC certification has been received by the Office of Admissions. Transcripts and IGETC certifications are considered official when they arrive in a sealed envelope and are sent directly from the school."
so no, not all the other UC's require HS transcripts...
