Obviously, there still is hope.

This is from the UCLA Regents Scholarship website:

300-350 transfer students are invited to compete for the Regents scholarship each year and have, historically, maintained a cumulative 4.0 GPA at their prior colleges
And this year, 14,982 transfer students applied to UCLA; and through some basic calculations, only 2-2.3% of applicants were offered the scholarship.

UCLA admits, on average, ~22% of transfer applicants; that leaves 20% of the applicant pool as a posteriori admits.
