My response has to do with my experiences with personal statements where I teach. I would guess that any school that requires you to bring a personal statement to the audition will read it, and consider it as part of the admissions package.
Where I teach we also require a personal statement be brought to the audition and we do read them... 3 minutes is not a lot of time to spend with someone, and the personal statement helps us to get to know the applicant a little better, put their work (and the interview) in a greater context.
