i would think that any strong theatre BA in a liberal-arts-esque school would allow you to combine interests in writing and theatre-- once you find some schools you're interested in, look at their specific course offerings to see what playwriting courses exist.

not that this is comprehensive by ANY means, but just a few off the top of my head:
-sarah lawrence has a good theatre scene and is VERY well known for its creative writing, so you could probably create something that works for you
-nyu's playwrights horizons studio gives you the opportunity to do many different things (directing, design, tech, playwriting is definitely one of those) that you experiment with and ultimately choose a track
-depaul has a BFA in playwriting
-investigate columbia college chicago-- they seemed to have a lot to offer in terms of playwriting (just from google)
-i have heard of brown in conjunction with playwriting...worth a look?
-suny purchase has an interdisciplinary BFA between the humanities and arts schools
