I think it is a delightfully thoughtful response. To me, the best rejection is simply that there were not enough spaces for all of the applicants and they had to make some difficult decisions. From what I've seen, admissions is not just based on ability, but how an applicant might respond to a particular teacher and how they would fit into a studio. Sometimes, there is no space available for certain instruments of a certain year and experience. Sometimes an applicant just had a bad audition day, so his performance was not indicative of his overall level. So, I guess in theory I like the general, "sorry, not this time" denial to the "you're not quite up to our level" response.
