In general small colleges seem to be more generous with financial aid for internationals than big universities. Large universities may offer a few partial scholarships but it usually ends there. Some smaller colleges go up all the way to tuition, room & board and living expenses. Here is a list of colleges who give financial aid of some sort to at least 15 international students: eduPASS | Financial Aid for International Students | Schools with Aid for Undergraduates Notice that none of the UCs appears in it - I am not sure if the list is exhaustive though.

At this point it would be really helpful if you could answer us two questions: Could you afford UCLA without scholarships if you had to (are scholarship absolutely essential in your college search process or would they just be a nice extra?), and would you consider smaller colleges as well?
