I would expect that UNC is harder to get into out of state because it is a top state school. Duke is a PRIVATE UNIVERSITY. It has no such obligations. While Duke overall is the harder school to get into, I would think that UNC is harder to get in for OOS freshmen admissions. Duke dominates transfer admission.
