Okay, so I decided I would transfer out of SDSU next year (since damn it's too late for me to opt out and I'm too excited to opt out anyway so I'll just make do trying to knock off Breadth Requirements the best I can) and go into San Diego Mesa. They offer ENV DES 11A and 11B, or their equivalents (which is basically drafting and design), but they don't offer ENV DES 1.
No chance at Cal?
