QUEBEC RESIDENCY HELP

Born: in Canada, outside Quebec 18 years ago
Parents: non-Canadian
Residency: lived in Canada for a year after birth but moved to a diff country
Status: dual nationality
Proof of Canadian Citizenship: birth certificate (non-Quebec), canadian passport

Can I obtain temporary quebec residency?

And if so - is it worth it? It seems like such a hassle ....
