There is a distinct legal difference between the type of improvements a civil engineer and structural engineer can design. Having worked in the industry for awhile (both public and private), I would personality go for the structural engineering degree because they have a wider range of legal authority than a civil engineer (once you pass the licensing exam). For example, in California a licensed civil engineer cannot design retaining walls over three feet in height. They may know how to do it but can't legally stamp the plan.
