Yes, MRC is a Michigan Learning Community. Michigan Research Community is the residential affiliate of the UROP program. The deadline to apply for the UROP program is May. 30 for incoming freshman. I assume that the deadline for MRC is May 7, because is it part of the housing application, which should be submitted by that time.
