I am going to be a freshman at CMC in the fall, but I researched the the PPE program one of my main reasons for applying so I can tell you a bit about it.
You apply to be in PPE you sophomore year and there are 3 prerequisites (easy ones they are econ, gov, and phil). It has been competitive in the past but I have heard if you really want to be in the program you normally get in. You can only study abroad your fall semester of your Junior year. I don't know if you are allowed to study at Oxford, but I know you can't study at LSE, because they have year long programs.
I am pretty sure you don't have to declare till end of sophomore year, but I could be wrong.
The 4+1 majors seem to be pretty open, you should meet with the director before your junior year though.
Regarding ED I and II, I don't think the admit rates would be significantly different.
Which Universities are you considering?
My father did PPE at Oxford and he seems to think CMC has the most similar program he has seen and I think I will like CMC's program better because it emphasizes working together as well as on your own.
