The key factor is OPPORTUNITY. Given opportunity, a certain segment of the population will steal or commit a fraudulent act. This is why we have all the little old ladies stealing from their churches, trusted bookkeepers stealing from the dentists for whom they work etc. Removing the opportunity is key. |
