For example, it may have made sense to collect as much evidence as possible while the school year was still in progress, but then to make arrests before the year ended and students scattered all over the state and beyond.
Out of the frying pan, into the fire... if parents route their children to other universities, they could well send their students to universities with drug and violence problems that refuse to acknowledge or address these problems.
