You need to figure out your selection criteria more precisely before we can help. What size school? What area of study? What kind of academic and social environment? Do you need financial aid? How close/far from home? You should visit a large State school, a small LAC, and a mid-sized university to get a feel for what each is like. Pick up some guide books (Fiske, Colleges that Change Lives, etc...) and see what appeals to you.

Once you have some answers to these broad questions, you can post and get suggestions.

By the way, your grades count for around 50% of your application, test scores about 25%, and ECs and teachers recs another 25% (this is a very crude approximation, but it gives you a feel for it). So test scores are not nearly as important as getting your grades up and keeping them there. That's what you really need to be focusing on right now.
