"The legal poor have to pay income tax."

We're splitting hairs over who is poor. The IRS said that 32.58% of those Americans who filed income tax returns did not owe any federal income tax at all for 2005. I sure hope this is the poorest 32.58%, and not the richest! Yes, I know, it's a mixture.
