Yes, windows can be opened. If we weren't, I think I'd be parked in a library right now (I'm spending the summer in Ithaca, living in Balch).
In theory, RAs will write you up though in any dorm if you have a guest unattended. In Balch, it is easier to write up guys since they know that they don't live there. So this isn't really unique to Balch. In smaller dorms besides Balch, where RAs know all their residents or know their faces, it happens just as frequently.
And yeah, there are plenty of guys in Balch. I think there's a story where one night a fire alarm got pulled in Balch and there were more guys coming out of the dorm than girls!
