San Raf and Manz are both quiet and great. You just have to put in the effort to make friends (knock on people's doors and invite them to dinner). It's really not that hard b/c if others are living in the dorms, they're almost always looking to make new friends. If you go for IV and want quiet, the further away you are from Del Playa, the better it'll be. But if you have the choice, definitely choose the dorms. It's by far the easiest way to make friends when you're new. If you don't, don't freak out, people at UCSB are generally a friendly bunch if you put yourself out there. Just tell people in your classes or in clubs you join that you're new to the school and they'll be eager to tell you about parties, etc. If you don't like parties, there's so much to do on campus, and just telling someone you're new and asking if they'd want to go or get a group together to go should be super easy. The people at SB are great, you just need to ask.
