There have actually been lots of supposed sitings. I remember when CNN put up an article on their site about spotting Tupac in a mall with his entourage and interviewing him.
If you think about it, he had many reasons to "die." One would be faking his death to beat his enemies.

And manipulated this voice to create entire songs?... I don't believe that.
He either actually did die but had already recorded a ton of albums with some songs not made by him but made to appear that way, or he didn't and he's trying to drop a bunch of clues.
