While dbj is harsh, I would have to agree with one of his points, it is going to be very difficult to transfer to the level colleges you're looking at due to your 3.2 UW HS gpa. As a sop transfer, your HS record and test scores will carry the most weight as you will only have completed one sem/qt of college work by the time you apply. Because of this, it is hard to "transfer up" as a sop. It is a much more reasonable expectation as a jr transfer after you have shown marked improvement in your college record.
