the scholarship is NOT for minority students - it is for the most driven, most intelligent people (with some non-work related things thrown in, like patriotism and honesty)*. The NSA is an equal opportunity employer, and this is essentially a job. They say its a scholarship, but what it boils down to is that you are seeking employment from them, and your job is to attend college in certain fields. As for the interview in Maryland, I believe that you go there as long as all your information is correct and you are a semi-finalist.
*The official NSA website says that the scholarship is intended to facilitate the recruitment of individuals, PARTICULARLY minority high school students, however, it does not state that it gives specific preference to them. If you are a minority, you have a higher chance with the scholarship, but you have very little to worry about if you have what the NSA is looking for - even if you are not a minority.
