I was in the same situation last year!
I signed the UCSD TAG to transfer for winter 2009 quarter but instead of applying, I decided to stay an extra semester at my CC so I could have a chance at UCLA (my dream school).
Honestly I do feel a little regretful because if I don't get into UCLA, then I have to deal with the fact that I wasted a whole semester at my CC (which is complete TORTURE for me because I absolutely hate that place) instead of already being at UCSD.
I say tough it out at CC for that extra semester and apply to UCLA because you really do have a shot at getting in. One extra semester won't kill you, just stay positive
