It is true that some BGOs are Reservists; I can't personally speak at to their motivations but Reservists do need to get reserve points.

That may well be true but I have no personal knowledge that it is. The fact is that some BGOs are more committed than others. Some have more time that others. Some are more knowledgeable than others. It's not a perfect system but it works pretty well.
