Alabama's application includes other items such as extracurriculars, community service, leadership, recommendations, etc. as stated by 2blue.

The link you have given is for the 2008 application. There is another link for 2009, and that application coverpage states that the recipients will know by April 3rd.
BUT, there is still a delay in Washington communicating the funding amounts to each state, so it will be later before the recipients will be notified.
