The real solution to all this is for people to stop thinking you can rank universities like football teams.
While I can appreciate the desire to quantify the differences between schools (hey, I'm an engineer, after all) people have to realize that distilling all that data (especially when universities fiddle) will always be arbitrary to a certain extent.
