You guys are just being angry at him because he thinks the school isn't worth it, not because it's wrong. I'm not exactly an authority on the academy, but I do think it's worth it to have an academy that trains merchant sailors who can safely navigate vessels and serve in convoys in time of war.
and why have an academy?
for the same reason we have all other military academies.
