^ Unfortunately, they probably won't. My boyfriend was in a similar situation (very abusive parents), but he moved out on his own at 15. FAFSA and his school wouldn't declare him independent until the 09-10 year and even then only did it because having a school declare you homeless qualified you as being independent.
Your best option would be to talk to your college and see if they can work around it. Your next best option would be to go to your local community college and see if they can work with you.
If it gets really bad, please go to a local shelter or something along those lines. If your parents really are abusive then there are many people out there that can help you (both in general and in school).
