RTR, it's more anecdotal. Even if you look at the Common Data Sets for those schools you'll see grades and scores are all very important so there isn't any differentiation there. It does stand to reason that some state schools would take fliers on a student who could be brilliant but not engaged in HS. For that matter some LACs may also consider doing that.
