I think up to $500 fine in the city of ithaca (off campus), as it is a local law, whereas underage drinking is a state law and much less serious in NY (I think max $50 fine with $25 being typical/and or a 4hr class), but if you get popped for both, the open container will be the one they really get you on since Ithaca controls how much they can fine. Much more extreme fine than NYC for open container.
