i don't think there are actual statistics on that mumsy, but anyone with an LOA and no cogressional nom will compete in a national pool of those with triple qualifications and no nom. there are appointments available through that path, but i don't know how many. if the BGO thinks he'll get LOA from multiple academies, the likelihood of no nom at all is very slim.
