You insisted last year - he's had a full year to learn to like it.
Why does he want to quit? Because he doesn't like it or because he's got too much on his plate? If its because he doesn't like it, let him quit. If its because he's afraid of being crushed by his schedule, see if there is some other way to lighten his load.
If you can't get the above answered:
Does he practice every day? or almost every day?
if no, let him quit
Which does he practice more - the guitar or the sax?
if guitar, let him quit
Is he planning to stop after 8th grade anyway?
If yes, let him quit
At the very least, give HIM the option of ending it next year if he stays in the band this year.
