Why don't you apply to Dartmouth anyway? You may still get in - dartmouth's a wildcard when it comes to admissions. I urge you to apply ED to Dartmouth if it is your first choice, and if you don't get in, then you can still apply elsewhere.
But to answer your question: yes you can get out of ED by changing the Future Plans section for Dartmouth on your Common App, but I think it is too late to apply ED/EA to another school unless you have already completed their application+supplement.
