All have pros and cons. I think the bigger questions are
1) how much money can you afford - prices will be very different
2) how do you feel about big school/small school. Rutgers will have many more opportunities but you have to find them (and compete with more people) - at the large university, you don't have as much direction or feedback. At TCNJ and Rowan you will be able to access professors easier, and will get more guidance.
Also, TCNJ is rolling admission (although I am not sure how they treat transfer from CC) so apply early and you'll know quickly - that way you have time to sort it out.
