So you are talking 3K per year vs 15K per year?
Wisconsin is right there with Berkeley, UCLA, Michigan, Virginia, UNC as far as top publics.
I would save that 48K and go to Wisconsin, especially because you love both and would not feel you are losing an opportunity, which you aren't at that extra cost - its too much.
