Minnesota-Twin Cities and Wisconsin-Madison both have top-ranked chemical engineering programs. Others in the same territory (but not necessarily any better) include MIT, UC Berkeley, Caltech, Stanford, Princeton, and Texas. If you're looking to stay in the Midwest, Minnesota and Wisconsin are your best bets, especially if you're a resident of either state as you can get in-state tuition at both under their tuition reciprocity agreement.
