Yeah, if you live in the dorms, it's kind of a waste. I never see too many mopeds parked outside dorms though, so I don't think that many freshmen have them.
A decent strategy, though, if you want to live off-campus, is to live somewhere farther away than the expensive edge-of-campus places and to use a moped to get to class - you get a lot more for your money if you're willing to live several blocks from campus, and sometimes you even get free parking. In winter mopeds aren't so awesome (most go away when the snow comes) so taking the bus is probably the best option if you want to live farther from campus.
