It means that Stanford will consider you as a candidate for Regular Decision, but you still need to submit the Common App and supplement. In other words, they know you're a QuestBridge finalist so they will 1.) waive your application fee and 2.) take note that you will be applying to the university, but you still need to complete the requirements.
