How about the lack of uniform standards? If the value of a college education was captured by the degree, rather than the institution awarding the degree, there'd be much more market pressure on prices (which might also facilitate social mobility).
Unfortunately, as of yet, institutional standards are the best (and sometimes only) indicator of the quality of education that students receive.
