As many others have pointed out, when an unarmed person is shot and killed on the street, the police investigate. Not being skeptical when the shooter says "Hey, it was self defense?" Testing the victim for drugs but not the shooter? Making minimal effort to identify the victim? Ignoring contents of the 911 call? What kinds of investigative techniques are those?
