@2013wlumom. I don't think that's true for everyone. My daughter's Johnson Scholar offer is just for tuition and room/board. She is not receiving anything for books, travel, or extra expenses. Her award included a $2000 work study and an optional $3600 federal loan. Otherwise, we don't qualify for any financial aid, so we very grateful for the Johnson!! I think you have to qualify for aid to get the "extra" spending money that makes the package equal to the full cost of attendance. We're expecting to spend a few thousand each year on books, travel expenses, spending money, probable sorority dues, etc., and will probably skip the loan.
