Agreed, O week is when it's okay to introduce yourself to every stranger you meet. Set your tray down at a table full of strangers and expect everyone to introduce themselves. Play weird bonding games and really attend as many of the events as you can because that's how you meet people. Do your best to meet the people in your dorm too because then when you want them to quiet down later you already know and respect them.
It's kind of like a week of summer camp. All the fun of Cornell without all the work.
