Berkeley is not generous with financial aid for out of state students. The same goes for most state universities (though North Carolina and Virginia supposedly do give decent aid to out of state students, and Massachusetts' list price is relatively low, as is the list price of Minnesota).
Check each school about your status as a domestic or international student -- financial aid is hard to come by for international students. However, your US citizenship from being born in the US (assuming not an exception like diplomat parents) should help you in this respect.
