UCLA/Berkeley and Army ROTC Scholarship Chances

I'm going into my senior year and I've been looking at colleges since the start of my junior year. UCLA/Berkeley isn't my only college choice but it is my top two so far and I'm just curious if there is anything I can do to improve my odds. I'm also applying for the Army ROTC Scholarship and is my preferred branch of service but I'm also applying for Navy and Air Force so if it's possible could also get some criticism on this end of the spectrum as well? Please be honest but please be constructive about it!

Here are my EC's, Test Scores, GPA, etc.:
3.3 unweighted GPA 3.75 weighted Sophomore-Junior Year
1550 SAT
25 ACT
4 years Varsity Track Captain this past year and next
3 years Varsity Cross Country Captain this past year and next
2 years Varsity Wrestling
2 years Key Club (Community Service) Elected Vice President next year
2 years ASB General Commissioner this year Athletics and Sports Commissioner next
2 years of Stage Production an elective class I had to audition for
90 Hours of Logged Community Service Hours
2 Time Union Tribune Scholar Athlete award
Most Team Spirit 2 Years Track and Cross Country and Best Motivator for Track for 1 year

I know my GPA is low for UCLA/Berkeley standards but it does show an upward trend from my freshmen to junior year. I had difficulties with family issues during these past three years to this day and I'm going to explain in my that in my personal statement how I overcame these obstacles and tried my best to improve myself by getting good grades and taking the hardest available classes offered at my school. I'm also planning on retaking the SAT and ACT to improve my scores my SAT was horrible but my ACT was better but I plan on hopefully getting better scores with both tests. I think my EC's are great and show that I'm responsible and trusted enough to be in leadership positions but again I want your opinions. I have the love to understand how things work by disassembling items and putting them back together so I can improve the item in the future especially with cars as I would love to design car engines which makes me want to apply for mechanical engineering which is extremely difficult to apply for. On the other hand I'm also interested in accounting because they are always needed and it would help to pursue a job for the FBI Special Agent which is another job I would love to have so as of right now I'm undecided, hopefully this all helps.
