Can anyone tell me whether all types of merit scholarships (even full tuition ones) are usually also available to foreign students? Or is there a category national merit scholarships for only US Students and other merit scholarships for both US and non-US citizens?

And which top 50 schools give out substantial merit scholarships to international students? Thanks for sharing.
