The University of Maryland at College Park offers free-ride merit scholarships, called Banneker-Key Scholarships, to in-state students (they make more than 200 offers per year in the expectation that about 100 will accept the offer).
Quite a few smaller merit scholarships, including some that can go to out-of-state students, are also offered.
In general, all an applicant has to do to be considered for any of this is to submit the first part of the regular application paperwork by November 1 (this is NOT early decision, which UMCP does not have; it's just early paperwork) and the remaining paperwork by December 1.
