lol, if they have been mailed, then they will arrive at some people's houses within a day, so if that's true then you should see people getting decisions within a day (this is not a guess, it's a fact from previous years that people in the area get the letters within a day; there's no way for Brown to delay the mail once they send it). So, you'll be able to test you're (rumor-driven) theory very soon. But my guess? Your friend (or their source) was lying.
