I emailed the University regarding this issue and got this response:

However, if a student does not live in the Shoreland, we do have a process whereby students who live elsewhere can find a friend (or sometimes a friend of a friend) who lives there and who would give you permission to stay in their room during the break. We have a form that you would complete and get some signatures on, but otherwise, it's fairly straightforward. So, while you would not be able to be in your own room if you don't live in the Shoreland, you can arrange for a place to stay during those break periods.
