You can do whichever you want; ie, whichever serves you best.
EG, if your cum GPA including the cc is better, use the average. If asked to submit transcripts, submit both. If your UC GPA is better, use it. If asked to submit transcripts, you can just submit the UC one as it will list all of your courses, showing that some were transferred in*.
*Actually I am assuming that UC transcripts for transfers work this way since this is how it is done at most universities.
