check out the University of Colorado at Colorado Springs. The tuition is going to run close to the $15,000 you specified -- but you might be able to swing it if you share a residence (many students share a house at $300/mo with all utilities) and get a part time job (which is pretty easy to do around here).

I believe they were ranked one of the best western universities for business -- at least they are always saying they have a good business school. And we have quite a few international students on campus.
