honestly, it is.
if you really want to work the system and don't feel that you can get into a&s but love vanderbilt as much as any other sane person, apply to peabody and then transfer to a&s after a year. while it's not guaranteed that you'll get that transfer, it is very possible especially if you have a decent gpa.
